This paper addresses the silence about the Haitian revolution in the oeuvre of Karl Marx. He, who regarded revolutions as “locomotives of world history,” ignored the history of the revolution in Haiti and remained silent about its protagonists. In a brief approach to this paradox, I argue that the main reason for this blank space was Marx’s deficient analysis of contemporary racism. This is made clear in relation to 1) his acceptance of the biological meaning of race, 2) his involvement (...) in two main racisms of the time, antisemitism and colonial racism, and 3) his differentiation and gradation of historical subjects. The consequences were dramatic not because of Marx’s involvement in the racist zeitgeist but insofar as his learning process with regard to the relevance of anti-colonial movements and his awareness of negative societalization as well as its significance were not reflected in a theory of racism. This was to prove a debacle for subsequent attempts at a Marxist analysis of racism and has had effects that are still evident today. (shrink)

As a young scholar, Eric Voegelin wanted to prove whether the ‘race idea’ could function as a means of political integration. He published two books on race that, after his flight to the USA, were eventually passed off as an early critique of racism. This is a complete misinterpretation and inversion of his endeavor. In his tracts, Voegelin only criticized a certain direction of race thinking that he identified as a materialistic biological approach to the problem. At the same time, (...) he advocated another spiritual and metaphysical attempt, represented by the examples of Carl Gustav Carus, Othmar Spann, and Ludwig Ferdinand Clauß. Both versions of race thinking were abundant in different types of fascism and also in Nazi Germany. That is why Voegelin could publish his books in Germany—and one of them even at the recommendation of a Nazi philosopher, with a publisher close to völkisch and fascist ideology. The revaluation of his racist texts was only possible on the basis of their affirmative or superficial and uncritical reading against the backdrop of the development of a one-dimensional conception of racism. First published in 1989, Looking Back on the End of the World raises provocative questions about the possibilities of critical knowledge in social systems that seem to have "surpassed history." Unlike recent works that make history end with the consumer, or project the conflict between the capitalist and the oppressed into the future, the writers in these essays perform a much more basic task: they argue that we can now think through the "end of the world." The idea of a (...) "unified world," they claim, has given way to new sensibilities about history. The essays evaluate current negative obsessions such as apocalypse and the elimination of difference, and offer positive approaches to the "gamble of thinking" required in a society without traditional subjects and institutions. Capitalism, the book argues, has changed all the rules of the game, and any nostalgia for "starting" from the familiar in terms of intellectual critique is doomed. Collectively, the authors sketch the unfamiliarity of the new, those moments when our categories dissolve in the face of connections and relations that announce all sorts of "ends." Wulf Gaertner provides a comprehensive account of an important and complex issue within social choice theory: how to establish a social welfare function while restricting the spectrum of individual preferences in a sensible way. Gaertner's starting point is K. J. Arrow's famous 'Impossibility Theorem', which showed that no welfare function could exist if an unrestricted domain of preferences is to be satisfied together with some other appealing conditions. While video games have blossomed into the foremost expression of contemporary popular culture over the past decades, their critical study occupies a fringe position in American Studies. In its engagement with video games, this book contributes to their study but with a thematic focus on a particularly important subject matter in American Studies: spatiality. The increasing significance of inter- and transdisciplinary research raises the demand for principles with respect to methodology and philosophy of science. The discussion of this question leads to the development of an interdisciplinary research process with two methodic core areas: system integration and inducement of innovation. It will be shown that interdisciplinary research can be understood as a discipline of its own, while its potential of synthesis cannot be declared as a central distinctive feature relative to other disciplines. While he rediscovered and modified well?known principles of induction, analysis and synthesis, and decision theory, he also made significant contributions to patterns of explanation, and with his ?principle of exclusion? was an ingenious innovator. This latter cornerstone of Holmes's methodology led him to an interesting modal theory of the ?improbable (...) possible? as a competitor to the famous doctrine of the ?impossible probable? put forward by Aristotle in de Arte Poetica. This paper discusses the ethical implications of perverse incentives with regard to autonomous driving. We define perverse incentives as a feature of an action, technology, or social policy that invites behavior which negates the primary goal of the actors initiating the action, introducing a certain technology, or implementing a social policy. As a special form of means-end-irrationality, perverse incentives are to be avoided from a prudential standpoint, as they prove to be directly self-defeating: They are not just a form of (...) unintended side effect that must be balanced against the main goal or value to be realized by an action, technology, or policy. Instead, they directly cause the primary goals of the actors—i.e., the goals that they ultimately pursue with the action, technology, or policy—to be “worse achieved”. In this paper, we elaborate on this definition and distinguish three ideal-typical phases of adverse incentives, where only in the last one the threshold for a perverse incentive is crossed. In addition, we discuss different possible relevant actors and their goals in implementing autonomous vehicles. We conclude that even if some actors do not pursue traffic safety as their primary goal, as part of a responsibility network they incur the responsibility to act on the common primary goal of the network, which we argue to be traffic safety. This article improves our understanding of the reasons underlying the intellectual migration of scientists from existing cognitive domains to nascent scientific fields. To that purpose we present, first, a number of findings from the sociology of science that give different insights about scientific migration. We then attempt to bring some of these insights together under the conceptual roof of an actor-based approach linking expected utility and diffusion theory. Intellectual migration is seen as the choice of scientists who decide under uncertainty (...) and on the base of estimations about probabilities, costs, and benefits of the migration. We investigate the expressive power of Parikh's Game Logic interpreted in Kripke structures, and show that the syntactical alternation hierarchy of this logic is strict. This is done by encoding the winning condition for parity games of rank n. It follows that Game Logic is not captured by any finite level of the modal μ-calculus alternation hierarchy. Moreover, we can conclude that model checking for the μ-calculus is efficiently solvable iff this is possible for Game Logic.

We introduce a new theorem in social choice theory built on a path integral approach which will show that, under some reasonable conditions, there is a unique way to aggregate individual preferences based on fuzzy sets into a social preference based on probabilities, and that this way is invariant under any permutation of alternatives. We then apply this theorem to the case of democratic decision making with data of the behaviour and voting preferences of voting agents and show that there (...) is a tradeoff between fairness and efficiency and that no voting system can achieve both simultaneously. When seeking to coordinate in a game with imperfect information, it is often relevant for a player to know what other players know. Keeping track of the information acquired in a play of infinite duration may, however, lead to infinite hierarchies of higher-order knowledge. We present a construction that makes explicit which higher-order knowledge is relevant in a game and allows us to describe a class of games that admit coordinated winning strategies with finite memory.

The article tries to inquire a third way in normative ethics between consequentialism or utilitarianism and deontology or Kantianism. To find such a third way in normative ethics, one has to analyze the elements of these classical theories and to look if they are justified. In this article it is argued that an adequate normative ethics has to contain the following five elements: (1) normative individualism, i. e., the view that in the last instance moral norms and values can only (...) be justified by reference to the individuals concerned, as its basis; (2) consideration of the individuals’ concerns and interests—aims, desires, needs, strivings—insofar as they have a justificatory function; (3) a pluralism of references of these concerns and hence of moral norms and values to all possible elements of actions; (4) the necessity of a principle of aggregation and weighing with regard to these concerns; (5) finally, as a central principle of aggregation and weighing, the principle of relative reference to self and others, operating as a generalizing meta-principle that guides the application of concrete principles and decisions. This paper distinguishes between two main questions regarding the notion of privacy: “What is privacy?” and “Why do/should we value privacy?”. In developing a social-ontological recognitional model of privacy, it gives an answer to the first question. According to the SORM, Privacy is a second order quality of roles within social practices. It is a function of who is or should be recognized as a “standard authority”. Enjoying standard authority means to have the right to interpret and contest role behavior (...) and role obligations within a specific practice, as well as evaluate the normative structure, the fundamental practice norms as well as the roles and their status. The SORM utilizes the concept of standard authority to explicate privacy with regard to two categories that capture the relevant phenomena of privacy: decisional and informational privacy. Within a practice, an actor is said to have decisional privacy if she as a BCR does not recognize bearers of accidental roles as standard authorities. Vice versa, an actor is said to enjoy informational privacy if all other BCRs recognize her as a standard authority. Additionally, the requirement of mutual recognition by the practice participants as standard authorities introduces a “weak normativity” into the theory, which can be used to identify deficient privacy arrangements within practices. The memory wave in the humanities has contributed to the impressive revival of cultural history, but the success of memory studies has not been accompanied by significant conceptual and methodological advances in the research of collective memory processes. Most studies on memory focus on the representation of specific events within particular chronological, geographical, and media settings without reflecting on the audiences of the representations in question. As a result, the wealth of new insights into past and present historical cultures cannot (...) be linked conclusively to specific social collectives and their historical consciousness. This methodological problem is even enhanced by the metaphorical use of psychological and neurological terminology, which misrepresents the social dynamics of collective memory as an effect and extension of individual, autobiographical memory. Some of these shortcomings can be addressed through the extensive contextualization of specific strategies of representation, which links facts of representation with facts of reception. As a result, the history of collective memory would be recast as a complex process of cultural production and consumption that acknowledges the persistence of cultural traditions as well as the ingenuity of memory makers and the subversive interests of memory consumers. The negotiations among these three different historical agents create the rules of engagement in the competitive arena of memory politics, and the reconstruction of these negotiations helps us distinguish among the abundance of failed collective memory initiatives on the one hand and the few cases of successful collective memory construction on the other. For this purpose, collective memory studies should adopt the methods of communication and media studies, especially with regard to media reception, and continue to use a wide range of interpretive tools from traditional historiography to poststructural approaches. From the perspective of collective memory studies, these two traditions are closely related and mutually beneficial, rather than mutually exclusive, ways of analyzing historical cultures. (shrink)

The inclusion of the history and philosophy of science in science teaching is widely accepted, but the actual state of implementation in schools is still poor. This article investigates possible reasons for this discrepancy. The demands science teachers associate with HPS-based teaching play an important role, since these determine teachers’ decisions towards implementing its practices and ideas. We therefore investigate the perceptions of 8 HPS-experienced German middle school physics teachers within and beyond an HPS implementation project. Within focused interviews these (...) teachers describe and evaluate the challenges of planning and conducting HPS-based physics lessons using collaboratively developed HPS teaching materials. The teachers highlight a number of obstacles to the implementation of HPS specific to this approach: finding and adapting HPS teaching material, knowing and using instructional design principles for HPS lessons, presenting history in a motivating way, dealing with students’ problematic ideas about the history of science, conducting open-ended historical classroom investigations in the light of known historical outcomes, using historical investigations to teach modern science concepts, designing assessments to target HPS-specific learning outcomes, and justifying the HPS-approach against curriculum and colleagues. Teachers' perceived demands point out critical aspects of pedagogical content knowledge necessary for confident, comfortable and effective teaching of HPS-based science. They also indicate how HPS teacher education and the design of curricular materials can be improved to make implementing HPS into everyday teaching less demanding. (shrink)

Tadel ist somit in der Erziehung unentbehrlich, denn bevor man sich für einleuchtende Gründe entscheidet, muss man überhaupt aus Gründen handeln und ungehindert (...) entscheiden können. Obwohl dieser Eingriff als eine die Freiheit nicht fördernde Intervention erscheinen mag, kann er mentale Ereignisse in Gang setzen, mit denen Entschlüsse erneut abgewogen werden können, wodurch sich ein Zuwachs an Willensfreiheit doch noch ereignet. Die alte pädagogische Antinomie von Zwang und Freiheit ist damit auflösbar, ohne die neuronale Bedingtheit mentaler Phänomene zu leugnen. (shrink)

Political participation lies at the heart of normative democratic theory. To foster participatory interactions between citizens, some advocates and designers are resorting to gamification as the use of psycho-motivational involvement strategies from games in non-game contexts. The hope is that through gamification mechanisms, citizens will be drawn more easily towards participation platforms, apps, and digital services, as well as remain there longer, thereby effectively enhancing participation numbers and time. In this article, I will explore the potential problems of these involvement (...) strategies, namely the worry that they may be able to undermine citizen’s individual and political autonomy by manipulating them into participating. Depending on the severity of the psycho-motivational effect as well as the covertness of the mechanism, gamification may constitute inadmissible forms of paternalism. (shrink)

Referring to current studies on song learning in birds, I suggest that at least some features of this accomplishment also may be based on learning by imitation.

Welche Rolle spielen in diesem Prozess die Maschinen? Ohne ihre Erfindung wäre es nicht zu diesem Prozess mit (...) seinen zahlreichen Nebenwirkungen gekommen. Ihre Entwicklung reicht von der Dampfmaschine über die Prothetik bis zur Robotik. Ein wichtiger Motor der Entwicklung sind heute die digitale Kultur und die Künstlichen Intelligenz. Lassen sich diese auch für die nachhaltige Entwicklung nutzen? Ohne die Digitalisierung wäre es nicht zu den Entwicklungen der Gentechnologie gekommen. Mit der Erfindung und Nutzung der CRISPR-Technologie werden Eingriffe in die Evolution möglich, die sich als eine Zuspitzung der Dynamik des Anthropozäns begreifen lassen. Gibt es Möglichkeiten, die Gefährdungen und die negativen Auswirkungen dieser Entwicklungen zu vermeiden oder sie sogar zu kompensieren? Hier entstehen viele nicht einfach beantwortbare anthropologische Fragen, die für ein historisch und kulturell reflexives (Selbst-)Verständnis des Menschen von zentraler Bedeutung sind. (shrink)

The General Data Protection Regulation (GDPR) of the EU confirms the protection of personal data as a fundamental human right and affords data subjects more control over the way their personal information is processed, shared, and analyzed. However, where data are processed by artificial intelligence (AI) algorithms, asserting control and providing adequate explanations is a challenge. Due to massive increases in computing power and big data processing, modern AI algorithms are too complex and opaque to be understood by most data (...) subjects. Articles 15 and 22 of the GDPR provide a modest regulatory framework for automated data processing by, among other things, mandating that data controllers inform data subjects about when it is being used, and its logic and ramifications. Nevertheless, due to the phrasing of the articles and the numerous exceptions they allow, doubts have arisen about their effectiveness. In this paper, we empirically evaluate the quality and effectiveness of AI disclosures as mandated by the GDPR. By means of an online survey (N = 835), we investigated how data subjects expect to be informed about the automated processing of their data. We then conducted a content analysis of the AI disclosures of N = 100 companies and organizations. The combined findings reveal that current GDPR-mandated disclosures do not meet the expectations and needs of data subjects. Explanations drawn up following the guidelines of the generic formulations of the GDPR differ widely and are often vague, incomplete and lack transparency. In our conclusions we identify a path towards standardizing and optimizing AI information notices. (shrink)
